What Fractional HR Means

The expertise of a full HR department, for a fraction of the cost

Betting it all on one full-time HR director — and hoping they cover everything from compliance to conflict resolution — is expensive and risky.

We embed in your business instead, so we function as your HR department from the inside. You get the whole team, from admin support to a senior partner, for one flat monthly fee.

How The Embedded Model Works

Outsourced HR usually means a help desk in another city and a contract you read once. Ours works the opposite way. We become part of how your business runs — close enough to catch problems before they become claims, and senior enough to handle the ones that do.

Embedded in your business

Embedded In Your Business

We don’t just advise from the outside. We attend your manager meetings, work alongside your staff, and understand your culture from the inside out. Our clients tell us they see us as their internal HR team.

Every level of expertise

Every Level Of Expertise

Need someone to handle benefits administration? Done. Navigating a complex termination? Our senior partners have handled hundreds. From day-to-day coordination to high-stakes advisory, the full range is covered.

Gap analysis and foundation building

Gap Analysis & Foundation

Most owners don’t know what they don’t have. We assess your HR function and build the foundation — policies, handbooks, performance frameworks, employment agreements — so nothing falls through the cracks.

Built to grow with you

Built To Grow With You

We’ve taken clients from 4 employees to 60+. As you scale, we scale with you — and when you’re ready for in-house HR, we’ll help you get there. That’s when we know we’ve done our job.

What’s Included

Everything an in-house HR department does, covered by a team rather than a single hire

The exact mix is scoped to your business. Most fractional HR engagements include the following.

Day-to-Day HR Administration

Onboarding, offboarding, records, time-off tracking, and benefits administration — the steady work that keeps your team supported.

Policies & Employee Handbook

Custom documentation written in language humans can understand, built around how your business actually operates.

Employment Agreements

Offer letters and contracts that protect your business and set clear expectations from day one.

Compliance & Risk Monitoring

Employment Standards, human rights, and regulatory requirements tracked so you stay onside as the rules change.

Recruiting & Hiring Support

From job descriptions to candidate testing to due diligence — we help you hire people who actually fit.

Manager Coaching

We coach your leaders through the hard conversations — performance, discipline, and difficult terminations — so they handle them well.

Performance Frameworks

Review structures and feedback systems that give your people clear expectations and a path to grow.

Investigations When You Need Them

When a complaint lands, our team conducts discreet, impartial workplace investigations built to hold up under scrutiny.

Not sure which pieces you need? That’s normal — most owners don’t. We start with a gap analysis, show you exactly where your HR function is exposed, and build the engagement from there.

Who Fractional HR Is For

Fractional HR fits a specific moment in a company’s growth — real HR problems, but not yet enough volume to justify a full in-house department.

A fit if…

  • You have roughly 10–200 employees and HR is growing faster than your systems
  • HR currently lives on your office manager’s desk — or your own
  • You’re scaling, restructuring, or facing change you haven’t managed before
  • A termination, complaint, or compliance question is keeping you up at night
  • You want senior HR judgment on call without a director’s salary

Maybe not yet if…

  • You have one or two employees and no recurring HR needs
  • You already run a staffed, mature in-house HR department
  • You only need a single one-off document and nothing ongoing

Fractional HR FAQ

Common questions, answered straight

What is fractional HR?
Fractional HR means you get a full human resources team — administrative support through to a senior partner with 20+ years of experience — without putting any of them on your payroll. Instead of hiring a single in-house HR manager, you bring in an outside team that embeds in your business, learns your people and culture, and handles your HR function for a flat monthly fee. You get the full range of HR expertise for a fraction of the cost of building the department yourself.
How is it different from hiring an HR manager?
A single HR manager is one person with one skill set, one salary, vacation days, sick days, and a single point of failure. Fractional HR gives you a whole team. When you need benefits administration handled, someone handles it. When you face a complex termination or a harassment complaint, a senior partner who has managed hundreds of them steps in. There are no coverage gaps, no recruiting and onboarding costs, and no risk that the one person who knows your HR walks out the door.
How much does fractional HR cost?
Most clients work with us on a flat monthly retainer scoped to the size of their team and how involved they need us to be. The fee is predictable — no hourly surprises — and it almost always lands well below the fully loaded cost of a full-time HR director once you account for salary, benefits, training, and turnover. We’ll quote a specific number after a short discovery call.
Do you work on-site or remotely?
Both, depending on what your business needs. Some clients have us on-site every day, attending manager meetings and working alongside their staff. Others bring us in weekly or on demand. Either way, your team gets to know us by name and treats us as their internal HR — because that’s exactly how we operate.
What size of business is this for?
It fits best for businesses with roughly 10 to 200 employees — large enough that HR problems are real and growing, but not yet large enough to justify a full in-house HR department. We’ve taken clients from 4 employees to 60+, and rebuilt the HR function for organizations with 200+ staff. If HR is currently living on your office manager’s desk or your own, you’re a fit.
What happens when we’re ready for in-house HR?
We help you get there. Part of our job is building the foundation — policies, handbooks, performance frameworks, employment agreements — so that when you’re ready to hire in-house, the function is already running smoothly. We’ll help you define the role, recruit for it, and hand off cleanly. When a client outgrows us, we consider that a success.
Are you familiar with Manitoba employment law?
Yes. We’re based in Winnipeg and work within Manitoba’s Employment Standards Code and human rights legislation every day, while also supporting clients across Canada. Compliance — hours of work, overtime, vacation and holiday entitlements, termination requirements, and workplace investigations that hold up under scrutiny — is core to everything we do.

Let’s build your HR foundation

Most clients begin with a conversation. We’ll learn about your business, understand what’s keeping you up at night, and tell you honestly whether fractional HR is the right fit.
